A user agent is recorded by a web site when a users web browser accesses a web site page. A user agent would record data such as this,

• Internet Explorer 6.0 Mozilla/4.0 (compatible; MSIE 6.0; Windows 98; Smart Explorer 6.1)

Basically the user agent records what browser the user is using, by agent it's referring to browser.
