Under Construction is a term used by web sites to inform users that their web site has not been completed or is being updated. Under construction can get quite annoying especially when the owners of the site submit it to for inclusion to directories and search engines. This can lead to it not being included in search engines and directories, because without any content being on the web site it is impossible to review and add to a directory such as Dmoz. Usually it is better to just inform people of a web site when there is content on it.
