Re-submission is needed by directories such as Dmoz and search engines like Google when a web site has be dropped. Reasons for this could be a server error that has meant a web site has been off-line or a directory being re-ordered (could be too reasons to list here basically). Re-submission follows the same process as submission, where an online submission form needs to be filled at the search engine or directory.
