This is a term that is used by webmasters and users to describe when a web site or ISP can not be connected to by users. Reasons for this are usually bandwidth over use on a web site or a hardware failure on a server. Basically it's just a jargon term that is opposite the term up and running when users can access a web site or Internet service.
